概要

農的土地利用は住宅・商業利用と比べて収益性が低く、市場経済の中でそれ自身が都市の中で経済的に持続可能な土地利用であるとは言い難い。また、都市農業に意欲的な若者や事業者の参入は一部で見られるものの、都市農家は一般に高齢化が深刻で、家業である農業の後継ぎ不足に悩んでいる。しかし、都市行政が単独でこれら課題を克服するだけの財政・人材資源を有しておらず、都市の貴重な緑である都市農地は、現に手厚い税制優遇を受けながらも減少の一途をたどっている。2017年9月～2018年3月に行われたトリノ工科大学と東京大学との共同ワークショップでは、土地の開発権と使用権の分離と開発権移転を図ることにより、都市農地が持続可能な都市の緑として維持されるためのスキームを提案した。現存する都市農地に対してこのスキームを戦略的に適用することにより、市民の憩いとなる都市農地を持続可能なかたちで保全・活用することが可能となる。

Abstract

Farmlands are not profitable compared to urban land uses, and thus they are not individually sustainable in the market economy. Also, Japanese urban farmers are increasingly aging, and although we see some ambitious newcomers, many urban farmers are suffering a lack of their successors. On the other hand, the public sector does not have the financial capacity to overcome these problems on their own, and as a result, we are seeing a steady decrease of urban farmlands in Japan. In a joint workshop of Politecnico di Torino and the University of Tokyo from September 2017 to March 2018, we proposed a framework that enables urban farmlands to be sustainably maintained as greenery of the city, by enabling smooth transfer of development rights and land utilization rights of urban farmlands. By utilizing this framework, we can strategically maintain urban farmlands that serve to the public as comfortable greenery.
